Research checked: 29 September 2026. A foreign national taking paid employment in Azerbaijan generally needs an employer-obtained work permit, the correct work-related entry visa where required, and a temporary residence permit. These are separate controls: an e-visa or job offer does not create the right to work.

The Azerbaijani employer may apply for the work permit while the candidate is still abroad. The State Migration Service assesses whether suitable local labour is available, the worker’s qualifications, the employer’s justification and the required documents.

Azerbaijan foreign-worker routes compared

Situation Main route Critical distinction
Ordinary foreign employee Employer work permit, work visa if required, temporary residence All three must match the real employer and job
Permanent resident or another exempt person Work-permit exemption The employer must verify the exact statutory exemption
Foreign entrepreneur Entrepreneurship exemption and qualifying residence basis Genuine business activity is required; registration alone is not a sponsored job
Worker in liberated territories Special temporary work-permit provisions Different quota, processing and extension rules can apply through 2027
Worker moving to another job with the same employer New work permit Published rules state no additional state fee for this transfer permit

What sponsorship means in Azerbaijan

Sponsorship means an eligible legal entity, registered entrepreneur, or branch or representative office of a foreign legal entity applies to the State Migration Service for a named worker. The employer supplies the company, vacancy, qualification and labour-market justification.

The work permit is delivered to the employer after the official fee is paid. It is not an open permit a recruiter can sell or transfer between companies.

Who files the work-permit application?

The employer files through the State Migration Service, an ASAN Service centre, a regional migration department or the official electronic service. The employer can apply before the foreigner enters Azerbaijan.

Applicants should ask for the official submission reference and use the State Migration Service tracking facility. A recruiter screenshot is not proof that an application exists.

Labour-market condition

The main official condition is that no Azerbaijani citizen with the required professional skills or qualifications has applied for the vacancy and the employment services cannot meet the employer’s labour need from local resources.

The employer therefore needs a specific job description and a credible explanation for foreign recruitment. Generic advertisements for “all jobs” do not demonstrate a real labour shortage.

Work visa and entry

For citizens of countries requiring visas, the State Migration Service identifies a labour or business visa as relevant at the work-permit application stage. Official ASAN Visa guidance says a person intending paid work must obtain a work visa.

An Azerbaijan e-visa is an entry and travel document and expressly does not grant the right to paid employment. Visa-free or visitor entry should never be marketed as a lawful way to start working.

Temporary residence is also required

A foreigner intending to reside temporarily and engage in paid labour must hold both the work permit and temporary residence permission. Approval of one should not be assumed to guarantee the other.

The State Migration Service may revoke a work permit if temporary residence is refused. The residence address, passport, entry status and employment documents therefore need to remain consistent.

Ordinary application sequence

  1. Verify the Azerbaijani employer and the vacancy.
  2. Agree duties, gross salary, hours, workplace and duration in writing.
  3. Determine whether a work-permit exemption genuinely applies.
  4. The employer prepares the qualification and labour-market justification.
  5. The employer submits the work-permit application, including while the candidate is abroad.
  6. The State Migration Service evaluates the complete case.
  7. The employer pays the official fee and receives the permit.
  8. The worker obtains the correct work visa or entry permission where required.
  9. Complete the temporary residence process and place-of-stay registration.
  10. Sign or activate the labour contract and complete tax and payroll registration.

Work-permit documents

  • Official employer application form.
  • Copy of the worker’s passport or border-crossing document.
  • Notarised copy of the qualification required for the job.
  • Employer statement justifying the need to hire the foreign worker.
  • Employer charter and state-registration certificates for a legal entity.
  • Identification and tax-registration evidence for an individual entrepreneur.
  • Required medical certificate covering listed dangerous infectious diseases.
  • Other route-specific documents requested by the State Migration Service.

Use the current official checklist. A permit extension has its own document requirements and should not be prepared from the initial-application list alone.

Medical and document-authentication checks

The official work-permit checklist includes a certificate showing that the worker is not a carrier of diseases on the approved dangerous-infectious-disease list. Published extension guidance identifies HIV, hepatitis B and hepatitis C within that evidence.

Do not buy a certificate from a recruiter. Confirm the accepted clinic, test format, validity period, translation and certification requirements with the employer and State Migration Service. Qualification documents can require notarised copies, and documents issued abroad may need translation or legalisation under the applicable procedure.

Names, passport numbers, dates and job titles must be consistent across the medical certificate, qualification, application, visa and residence file. Correct discrepancies before submission rather than assuming the authority will overlook them.

Processing options and current fees

Decision period Up to 3 months Up to 6 months Up to 1 year
10 working days AZN 700 AZN 900 AZN 1,400
15 working days AZN 500 AZN 700 AZN 1,200
20 working days AZN 350 AZN 600 AZN 1,000

These are the State Migration Service figures published for issuance or extension and are paid by the employer. Confirm the live fee page before payment. Faster processing does not weaken the eligibility checks or guarantee approval.

Permit validity

A standard work permit is issued for one year or, if the employment contract is shorter, for that contract period. The labour contract should not run beyond the permit’s validity.

Ordinary extensions may be granted for up to one year at a time. Separate provisions allow extensions up to two years for qualifying work in Azerbaijan’s liberated territories.

Extension deadline

The employer must submit the extension application at least 30 days before the permit expires. Waiting until the final week can interrupt both work and residence status.

Start earlier if the passport, residence card, medical certificate or contract also needs renewal. Keep the electronic submission and payment evidence.

Changing job with the same employer

A new work permit is required if the worker transfers to another job even within the same employer. Official guidance says an additional state fee is not required for that new permit.

Do not begin the new occupation merely because the employer and workplace are unchanged. The qualification and labour-market assessment may differ.

Changing employer

The existing permit was obtained by the current employer and cannot simply be carried to another company. The new employer must use the applicable new application process before the worker starts.

Obtain written termination evidence and confirm how the change affects temporary residence. An unexpired permit image is not proof of authority to work for the new company.

If the permit becomes invalid

If the work permit is invalid and the migrant worker has no other ground for lawful stay, official guidance requires departure from Azerbaijan within 10 working days.

This makes early planning essential after termination, refusal of residence or permit revocation. Do not work informally while waiting for another employer.

Work-permit exemptions

Exemptions include permanent residents, people engaged in qualifying entrepreneurship, specified diplomatic and international-organisation staff, certain military specialists, accredited foreign media, qualifying professional athletes and religious workers, and heads of branches or representations of foreign legal entities.

Other listed groups include qualifying spouses of Azerbaijani citizens, refugee or asylum-related categories and people caring for specified Azerbaijani dependants. The exact facts and registration conditions must be verified.

Entrepreneurship is not a shortcut

Foreign entrepreneurs can be exempt from an employee work permit, but genuine business activity and residence requirements apply. Official guidance links some entrepreneur residence cases to actual operation and local employment conditions.

Do not register a shell company or accept fake self-employment to disguise an ordinary employer relationship. Tax, licensing and migration evidence must match the actual activity.

Liberated-territory provisions

Special rules applying through 1 January 2028 can remove the labour-migration quota, shorten processing by five working days and allow extensions up to two years for qualifying work in the liberated territories.

The fee table and geographic eligibility differ. An employer elsewhere in Azerbaijan cannot claim these provisions merely by describing a project as regional.

Place-of-stay registration

Foreigners staying longer than the legal registration threshold must be registered at their place of stay. ASAN Visa guidance currently highlights registration where the stay exceeds 15 days.

Confirm whether the hotel, landlord or host completes the report and keep evidence. Address problems can also affect temporary residence.

Employer verification matrix

Evidence What to check Why it matters
State registration Legal name, taxpayer number, address and authorised manager Fraudsters may impersonate a genuine employer
Vacancy Occupation, qualification, workplace and labour-market justification The permit is assessed for a specific job
Application reference Official SMS electronic tracking record Proves a real submission exists
Labour contract Gross salary, hours, term, duties and deductions Conditions must fit the permit period
Fee receipt Employer-paid state fee and official payment code Prevents invented permit charges

Salary and contract checks

Review gross and net pay, guaranteed hours, overtime, shifts, rest, leave, probation and notice. Itemise housing, food, transport, equipment and recruiter deductions.

The contract should match the permit application. Reject wage repayment, cash-only payroll or a lower-paid replacement contract after arrival.

Qualifications and regulated professions

The employer submits notarised qualification evidence for the proposed job. Regulated healthcare, education, engineering, transport and other work may also require recognition, licensing or professional registration.

A migration permit does not override an occupational restriction. Confirm the professional authority before paying for translation or travel.

Realistic job sectors

Foreign recruitment can occur in energy, construction, engineering, information technology, hospitality, logistics, manufacturing, agriculture and specialist management. Demand depends on employer projects and local labour availability.

Azerbaijani, Russian or another workplace language can be important. Verify the actual site, shift, safety training and language requirements.

Where to find legitimate vacancies

  • Verified employer career pages.
  • Official employment and company resources.
  • Established Azerbaijani recruitment agencies.
  • Professional and industry associations.
  • International-company regional portals.

Save the original advert and confirm it through independently sourced employer details. Compare it with the permit application and contract.

Housing and relocation budget

Confirm the address, rent, deposit, utilities, occupancy and transport. Establish who completes place-of-stay registration and whether employer housing ends when the job ends.

Budget for entry documents, translations, travel, initial rent and emergency departure. The employer pays the work-permit state fee; question demands that the worker reimburse an unexplained “government fee.”

Worker-rights evidence

Keep the work permit, residence permit, contract, registration proof, schedules, payslips, bank transfers and tax records. A permit does not authorise passport retention, unsafe work, unpaid productive labour or unlawful deductions.

If duties or pay differ materially from the permit case, preserve evidence and seek advice from the State Migration Service, labour authority, a union or qualified lawyer.

Scam warnings

Reject guaranteed permits, fake e-visas sold as work visas, paid interviews, forged SMS references and personal or cryptocurrency payment demands. Never buy an exemption certificate.

Track the application and payment through official electronic services. A contract PDF or visa image can be fabricated.

Decision gate before paying or travelling

  1. The employer’s legal registration and authorised representative are independently verified.
  2. The vacancy states a specific occupation, workplace, salary and contract period.
  3. The employer explains why the local-labour condition can be met.
  4. The State Migration Service application can be tracked through an official reference.
  5. The selected work visa and temporary-residence route match the paid employment.
  6. The employer, rather than the worker, pays the published work-permit state fee.
  7. Non-refundable travel begins only after the required decisions and entry documents are issued.

Pause if the company, occupation, salary or workplace changes during processing. A revised offer may require new supporting evidence or a new permit assessment.

Frequently asked questions

Can the employer apply while I am abroad?

Yes. Eligible employers can submit the work-permit application before the foreigner enters Azerbaijan.

Does an e-visa allow work?

No. Official ASAN Visa conditions expressly state that an e-visa does not grant paid-work rights.

How long is a standard work permit?

One year or the shorter employment-contract period.

Who pays the work-permit fee?

The employer pays the published state fee.

Can I move to another job with the same employer?

A new permit is required, although official guidance says no additional state fee applies to that transfer permit.

The strongest strategy

Track the employer work permit, work visa, temporary residence and place-of-stay registration as separate requirements. Do not travel or resign based only on an unverified offer.

Keep one evidence file containing employer registration, vacancy, qualifications, official reference, permit, visa, residence decision, address record, receipts and payroll documents. Recheck official fees immediately before submission.
