The employer registers the vacancy with the State Employment Agency, participates in local recruitment, obtains the required opinion and then submits an invitation or sponsorship request to the Office of Citizenship and Migration Affairs.

Short-term and long-term employment are not the same. Short-term work normally uses an approved invitation and a visa carrying the right to employment. Long-term work uses employer sponsorship and a temporary residence permit carrying the employment right.

What sponsorship means in Latvia

“Sponsorship” is a formal long-term employer filing, not a recruiter promise. The Latvian organisation identifies the worker, contract, occupation, salary and accommodation responsibilities and submits the sponsorship request to OCMA after completing the labour-market stage where required.

The employer is responsible for lawful employment, salary restrictions, accommodation and health-care arrangements, and possible removal costs. A worker should verify that the company understands these duties before paying for translations or travel.

Stage one: the employer registers the vacancy

A third-country hire generally begins with a vacancy in the NVA CV and Vacancies portal. The listing identifies the employer, registration number, occupation, duties, work address, salary, vacancy count and contact details.

OCMA guidance says the vacancy must remain unfilled for at least ten working days. NVA’s 2026 procedure also requires active cooperation: by the eighth working day after publication, the employer evaluates suitable candidates and records the results in the portal.

This is not a box-ticking advert. NVA assesses the employer’s participation and reasons for recruitment before issuing its opinion on bringing in a foreign worker.

Stage two: the NVA opinion

The employer needs NVA’s opinion allowing recruitment of the third-country national before OCMA can approve the employment invitation or sponsorship. The employer should document why referred candidates did not meet legitimate vacancy requirements.

Artificial requirements designed only to exclude local candidates create risk. The job description, qualifications and salary should remain consistent from the vacancy through the contract and immigration filing.

Stage three for short-term work: OCMA invitation

For short-term employment, the employer requests an invitation from OCMA and submits the contract or draft contract, qualification evidence and other category documents. Where the profession is regulated, recognition evidence may be required.

An employment-related invitation normally receives an OCMA decision within five working days after the complete documents are submitted. This is the invitation decision, not a guarantee that the worker’s visa will be issued.

Stage four for short-term work: employment visa

The worker applies through the responsible Latvian embassy or consulate, often using the designated external provider. The approved invitation supports the visa application, and the right to employment is recorded in the visa.

Do not begin work on a tourist visa or on the invitation alone. Check that the issued visa expressly includes the employment right and that the employer, occupation and period match the approved case.

Long-term work: sponsorship and residence permit

For long-term employment, the employer submits an OCMA sponsorship request instead of the short-term invitation. The worker then applies for the temporary residence permit and right to employment, normally through the Latvian mission abroad unless an official in-country filing exception applies.

The approved sponsorship supports entry, residence and employment processing. The final residence permit is the operative long-term document. A sponsorship reference by itself is not permission to start.

Who can file in Latvia

OCMA states that some third-country nationals may submit residence-permit documents in Latvia, including people with a valid residence permit from another Schengen state, visa-exempt nationals and holders of a valid visa carrying the right to employment.

Other applicants file at a Latvian diplomatic or consular mission abroad. Visa-free travel alone does not authorise employment, and applicants should confirm filing eligibility before entering.

The 2026 salary benchmark

For an employment visa, the worker generally needs remuneration no lower than Latvia’s previous-year average gross monthly wage or the applicable minimum under a sector general agreement. Latvia’s official statistics put the 2025 annual average at EUR 1,815 gross monthly.

The amount is a gross benchmark, not expected take-home pay. The 2025 gross median was EUR 1,462 and average net earnings were EUR 1,346, which shows why applicants must calculate taxes and living costs rather than treating EUR 1,815 as disposable income.

Recheck the official financial-means page at filing. A new annual statistic or a sector agreement can change the applicable amount.

Seasonal salary rules

Official 2026 guidance lists separate previous-year sector averages for seasonal work: EUR 1,516 for crop and animal production, hunting and related services; EUR 1,933 for forestry and logging; and EUR 1,990 for fishery.

The contract should identify the correct economic activity. A recruiter cannot use the lower agriculture figure for forestry or fishery work simply by calling every outdoor job “farm work.”

EU Blue Card route

Highly qualified workers may qualify for Latvia’s EU Blue Card where the occupation, contract, remuneration and qualification or professional-experience evidence meet the current rules. The employer still provides a genuine offer and sponsorship documentation.

For certain higher-skilled occupational groups, professional experience can support a case where the statutory conditions are met. Applicants should not assume that any five years of work replaces higher education; the experience must be documented, relevant and accepted for the specific profession.

September 2026 document-language changes

OCMA announced that initial visa and temporary-residence applications may submit documents in Latvian or English. Renewals, permanent-residence applications and documents submitted by inviters as attachments to invitation or sponsorship requests must be in Latvian.

Permanent residence is not immediate

Latvia’s September 2026 changes confirm that permanent residence is no longer granted to any category on a first application. A foreign worker normally receives temporary residence first.

Long-term EU resident status generally requires five years of continuous lawful residence, stable means and Latvian language knowledge at least at A2, plus the other conditions. A job advert promising “permanent residency on arrival” is a warning sign.

Realistic job families

International recruitment occurs in manufacturing, metalwork, logistics, transport, construction, forestry, agriculture, food processing and selected hospitality roles. Skilled vacancies appear in software, shared services, engineering, finance, multilingual customer operations and regulated professions.

A listed vacancy does not prove sponsorship. Employers may prefer workers already authorised in Latvia, and language or licence requirements can narrow eligibility. Apply where your documented experience directly matches the duties.

Immigration approval does not replace a professional licence for medicine, nursing, teaching, engineering or another regulated field.

Check the Latvian competent authority before applying and budget for certified copies, translations and recognition time. A real company can be impersonated. Verify the person and vacancy, not just the registration record.

Contract and payroll checks

Read gross salary, guaranteed hours, shifts, overtime, probation, leave, notice, worksite and contract length. Identify every housing, transport, meal, equipment and agency deduction.

After arrival, keep payslips, bank deposits, schedules and tax evidence. If the actual job or pay differs from the approved documents, seek qualified help rather than signing a false replacement contract.

Worker rights and evidence

A third-country worker is entitled to the employment conditions in the lawful contract and applicable Latvian labour rules. Permit dependence on an employer does not authorise passport retention, unpaid overtime, unsafe work or invented deductions.

Keep a private copy of the contract, visa or residence card, NVA vacancy, OCMA reference, time records and communications about duties. Record problems promptly and use the State Labour Inspectorate, union support or qualified legal advice where appropriate. Accommodation and health care

The employer has responsibilities connected with the worker’s stay, including accommodation and health-care arrangements. Ask for the full address, occupancy, rent, deposit, utilities and transport before travel.

Employer-arranged housing is not necessarily free. Keep an emergency fund because housing tied to the job may end quickly after termination.

Pre-travel budget

Budget for official visa or residence charges, document certification, translations, travel, insurance, housing deposit, utilities, food and local transport. Ask the embassy or OCMA for current fees rather than relying on an agent’s bundled price.

Compare estimated net salary with rent and deductions. A gross offer meeting the immigration benchmark can still produce a poor household budget, particularly where overtime is not guaranteed or agency housing is expensive. Keep enough accessible money for a delayed start and return travel.

Refusal and delay risks

Applications can fail when the NVA opinion is missing, recruitment was not genuine, salary is below the applicable figure, qualifications are not recognised, or the contract conflicts with the invitation, sponsorship or visa form.

Incomplete translations, unclear accommodation, criminal-record issues and unverifiable employer information also cause delays. Obtain a formal decision rather than paying an intermediary to “unlock” a case.

Scam warnings

Reject guaranteed visas, sale of NVA opinions, personal-account payments, tourist-entry instructions, contracts without a legal employer, and claims that one Latvian permit allows work throughout Europe.

Do not buy qualification certificates or altered bank statements. Never surrender email, banking or one-time-password access to a recruiter.
