Research checked: 29 September 2026. A foreign national taking a job in North Macedonia normally needs a work-related temporary residence decision supported by an Employment Service Agency opinion. A visa-required applicant then obtains the appropriate long-stay D visa before entering to complete the residence and employment process.

A job offer or invitation does not independently authorise work. The employer, Employment Service, Ministry of Interior and, where applicable, diplomatic mission each handle a different part of the route.

North Macedonia employment-route comparison

Situation Main authority or route Critical distinction
Ordinary foreign employee Employment Service opinion plus work-purpose temporary residence Residence must be approved for the actual employment purpose
Worker posted by a foreign employer Employment Service opinion for posted work Foreign employment and assignment must be documented
Seasonal foreign employee Employment Service seasonal opinion and temporary residence Seasonal basis is not open permission for other jobs
Defined foreigner already holding regulated residence Employment Service work permit Only listed residence categories qualify
Narrow short-term service Employment Service registration certificate Only specified service categories avoid an ordinary work permit

What sponsorship means in North Macedonia

Sponsorship means a real employer offers a specific role, prepares the employment and company evidence, and supports the work-residence assessment. It is not a licence that allows the company to sell blank permits.

The legal purpose shown in the temporary residence decision controls the stay. A worker admitted for one purpose should not perform unrelated work or move employers without confirming the required new process.

Employment Service opinion

The Employment Service Agency of the Republic of North Macedonia gives an opinion on whether the conditions for temporary residence for work are met. Its official page identifies three main opinion categories: employment of a foreign citizen, work by a foreigner posted to North Macedonia, and seasonal work.

The opinion is part of the temporary-residence process. Applicants should not confuse it with the final residence decision or a visa.

Temporary residence for work

The Ministry of Interior decides temporary residence. Work is one of the recognised purposes, alongside study, training, research, family reunification and other grounds.

Official investment guidance emphasises that a foreigner granted temporary residence for a specific purpose may stay only for that purpose. A family, study or property basis should not be assumed to authorise every form of employment.

Work permits for people with regulated residence

The Employment Service separately issues work permits to defined foreigners whose stay is already regulated. Listed examples include certain close family members, people of North Macedonian origin, asylum applicants, recognised refugees and people under subsidiary or temporary protection.

This is not the ordinary overseas recruitment route for every applicant. The worker must fit the named residence category and satisfy the Employment Service requirements.

Long-stay D visa

A visa-required applicant normally seeks the long-stay D visa after receiving the Ministry of Interior decision granting temporary residence. The visa application is made at the North Macedonian diplomatic or consular mission in the country of origin or lawful residence.

The Ministry of Foreign Affairs currently lists the adult D-visa fee as EUR 70. Check the live tariff and mission payment instructions before submitting because fees and accepted methods can change.

Visa is not the employment decision

The visa permits entry and long stay under its terms. It does not replace the Employment Service assessment, temporary-residence decision or employment registration.

Reject claims that a business invitation, short-stay visa or border stamp is sufficient to begin a regular job.

Application sequence

  1. Find and independently verify a North Macedonian employer.
  2. Agree the job, salary, workplace, hours and duration in writing.
  3. Identify ordinary employment, posting or seasonal work.
  4. Prepare the Employment Service and temporary-residence evidence.
  5. The competent bodies obtain or issue the Employment Service opinion.
  6. The Ministry of Interior decides temporary residence for work.
  7. Apply for a D visa if nationality and circumstances require it.
  8. Enter under the correct approval and report the residence address.
  9. Complete employment, tax and social-insurance registration.
  10. Work only under the approved employer and purpose.

Documents to prepare

  • Valid recognised passport.
  • Completed residence and visa forms where applicable.
  • Compliant recent photographs.
  • Employment contract or binding offer.
  • Detailed job description and employer evidence.
  • Qualifications, professional references and licences.
  • Accommodation and means-of-support evidence.
  • Health or travel insurance evidence.
  • Criminal-record and civil documents where requested.
  • Certified translations and legalisation where required.

Use the current checklist from the responsible authority or mission. A posted worker and a locally employed worker do not submit identical evidence.

Employer evidence that should exist before you pay

Evidence What it should confirm Why it matters
Company registration details Legal name, registration number, address and authorised representative Prevents an impersonator from borrowing the identity of a genuine business
Written offer or contract Occupation, duties, workplace, gross salary, hours, start date and duration Lets the authorities and worker assess one consistent job
Permit-route explanation Whether the case is employment, posting, seasonal work or a defined short service Stops a recruiter from using an exception that does not fit the work
Named company contact A representative reachable through an independently verified company channel Allows the applicant to confirm that the vacancy and recruiter are authorised
Cost allocation Who pays official fees, translations, travel, housing and insurance Exposes unexplained charges before money is transferred

Ask the employer to explain which authority receives each document and which document will show that a stage has been approved. A legitimate employer may use a lawyer or agency, but the applicant should still know the legal company name, actual workplace and responsible government authority.

Decision gate before resignation or travel

Do not resign from a current job, buy a non-refundable flight or surrender original documents merely because an application has been submitted. First confirm that the offer is genuine, that the correct Employment Service route has been identified and that the Ministry of Interior decision required for the next stage has actually been issued.

If a D visa is required, verify the decision and appointment directly with the competent mission. After visa issuance, confirm the arrival address, who will report it, the first working day and who will complete employment and insurance registration. Keep enough money for temporary accommodation and a return journey in case the job does not begin as promised.

Pause the case if the employer changes the company, occupation, location, salary or contract after approval. Even a better-sounding replacement role can conflict with the purpose and evidence assessed by the authorities. Obtain written instructions before accepting any material change.

Short-term service registration

The Employment Service issues registration certificates for certain short-term services that do not require an ordinary work permit. Its official list includes specified creative cultural services, trade-fair services, other defined short-term services, certain work by foreign students and emergency services.

This is a narrow exception. An employer should identify the exact category and obtain the certificate before relying on it. Calling a normal warehouse, hotel or construction job a short service does not make it exempt.

Posted workers

A worker sent by a foreign employer uses the posted-worker opinion route. The foreign employment relationship, assignment, duration and North Macedonian recipient should be genuine and documented.

Do not use a posting arrangement to disguise local recruitment. Tax, social-insurance and employment conditions also need review.

Seasonal work

The Employment Service gives opinions for seasonal employment. Since January 2026, North Macedonia also has a formal electronic system for specified occasional and seasonal engagements in agriculture, forestry, fisheries, accommodation, food service and household-employer activities.

A foreigner using that system must still have regulated residence under the law. The domestic e-Work registration does not replace immigration permission for a person recruited abroad.

Residence reporting after arrival

A hotel or other paid accommodation provider must report a foreign guest to the Ministry of Interior within 12 hours. Other hosts must report the foreigner within 48 hours of arrival to the police station responsible for the address.

The Ministry offers electronic reporting, but a private host must still attend the police station within the 48-hour period to obtain certified confirmation. Keep a copy with the residence documents.

Employment registration

The Employment Service’s foreigner-registration guidance refers to the employment work permit, regulated residence card and relevant registration forms. The employer should complete the required registration before work begins.

Ask for evidence of employment, tax, pension and health-insurance registration. A verbal statement that the worker is “in the system” is not enough.

Changing employer or job

The residence and employment assessment is based on the approved employer and purpose. Before changing company, occupation, workplace or work basis, obtain instructions from the Employment Service and Ministry of Interior.

Do not start a new job under the old opinion or residence decision. Preserve written evidence of any authorised change.

If employment ends

Termination can affect the purpose supporting temporary residence. Obtain the written termination date, final payroll and insurance evidence, then contact the authorities promptly about lawful stay and a possible new application.

A residence card with time remaining is not necessarily permission to work for another employer. Do not work informally while seeking a replacement role.

Regulated professions

A work-residence approval does not replace professional recognition. Health, education, engineering, transport and other regulated occupations can require a North Macedonian licence, recognition decision or professional examination.

Confirm the competent authority early. A foreign driving licence, degree or professional title may not automatically authorise the corresponding work.

Salary and contract checks

Review gross salary, estimated net pay, guaranteed hours, shifts, overtime, leave, probation, notice and workplace. Identify deductions for accommodation, meals, transport, equipment and recruitment.

The contract should match the job used in the residence process. Reject lower-paid replacement contracts, wage repayment or cash-only arrangements.

Realistic job families

Foreign recruitment can occur in manufacturing, automotive supply, construction, agriculture, hospitality, food production, transport and customer operations. Skilled roles appear in software, engineering, finance, pharmaceuticals and management.

Demand varies by employer and region. Macedonian or another language, recognised qualifications and practical experience may still be required.

Where to find legitimate vacancies

  • Employment Service Agency vacancy resources.
  • Verified employer career pages.
  • Established recruitment agencies.
  • Professional and industry associations.
  • International-company regional portals.

Search by occupation and city. Compare the public advert with the employer and position used in the permit case.

Employer verification

  1. Check the legal entity, registration and operating address.
  2. Confirm the vacancy through independently sourced contacts.
  3. Verify the recruiter and any host employer.
  4. Ask which Employment Service opinion applies.
  5. Confirm the temporary-residence and visa sequence.
  6. Match employer, duties, salary and location.
  7. Pay official charges only through official channels.

A real company can be impersonated. Verify the sender and job, not only the company name.

Housing and relocation budget

Obtain the full address, rent, deposit, utilities, occupancy and commute. Confirm whether the provider or host will complete the 12-hour or 48-hour residence report.

Budget for visa charges, translations, legalisation, travel, housing, insurance and emergency departure. Do not pay a large recruitment fee based on an unverified offer.

Worker rights and evidence

A permit does not authorise passport retention, unpaid productive work, unsafe conditions, unlawful deductions or materially different duties. Keep the contract, residence card, work documents, schedules, payslips and bank records.

If actual work differs from the approved position, preserve evidence and seek advice from the labour inspectorate, Employment Service, a union or qualified local adviser.

Refusal and delay risks

A case can fail because the Employment Service conditions are not met, the residence purpose is inconsistent, the contract or qualifications are weak, or accommodation, insurance, security and visa evidence is incomplete.

Incorrectly treating regular employment as a short service also creates risk. Obtain the formal decision and correct the stated problem instead of paying an intermediary for influence.

Scam warnings

Reject guaranteed permits, paid consular appointments, fake D visas, tourist-to-work promises and payments to personal or cryptocurrency accounts. Never buy an Employment Service opinion, residence card, contract or address registration.

Use official government and employer contact details. An invitation letter is not proof of work authorisation.

The strongest strategy

Identify the exact employment type before filing. Track the Employment Service opinion, Ministry of Interior residence decision, D visa, address report and employment registration as separate controls.

Maintain a case file containing the employer registration, contract, qualifications, receipts, decision, visa, address confirmation, insurance and payroll evidence. Recheck official requirements before travel or a job change.
