Research checked: 29 September 2026. Hungary stopped accepting new guest-worker residence-permit applications from 6 June 2026. Official immigration guidance says no third country is currently designated as eligible for that permit. Advertisements still promising easy Hungarian factory, warehouse or assembly “sponsorship” through a new guest-worker permit may therefore be outdated or fraudulent.

This does not mean every work route is closed. Qualifying applicants can still examine the EU Blue Card, Hungarian Card, seasonal employment, intra-company transfer and other specialist residence categories. The correct route depends on qualifications, occupation, nationality, employer and the exact legal purpose of residence.

What changed on 6 June 2026

Government Decree 92/2026 amended the guest-worker rules, and the foreign minister withdrew the previous notice naming eligible countries. Hungary’s National Directorate-General for Aliens Policing, or NDGAP, states that no third country is now designated for new guest-worker permits.

The practical consequence is simple: a recruiter cannot lawfully solve the closure by choosing a different nationality from an old list. Applicants should inspect the live NDGAP factsheet on the day they consider an offer, because further legislative changes were under government review.

Who may fall under transitional rules

The June amendment did not automatically cancel every existing or pending case. Official guidance preserves specified procedures where a qualifying application was initiated and its administrative service fee was paid through the immigration procedure platform by 5 June 2026.

Specified extensions or repeat issuances for people who already held a valid guest-worker or employment-purpose permit on 5 June can also be examined under transitional provisions. A new applicant receiving an offer after the cutoff cannot borrow another person’s transitional eligibility.

Ask for the official submission date, payment evidence and application reference. A draft form, employer promise or appointment booked after the deadline is not evidence that a transitional application was properly initiated.

The ordinary employment-purpose permit is also restricted

The residence permit for the purpose of employment is a single permit allowing a qualifying third-country national to reside and work for the approved employer. Its eligibility depends on the government decree’s nationality framework and other legal conditions.

Do not assume this route remains broadly open simply because it has a live factsheet. The employer and applicant must check whether the nationality is currently listed, whether the occupation is permitted and whether any transition applies. A vacancy cannot override an immigration restriction.

EU Blue Card in 2026

The EU Blue Card remains a meaningful route for a job requiring a high level of professional qualification. The applicant generally needs relevant tertiary qualifications or accepted high-level professional experience, a genuine qualifying employment relationship and sufficient remuneration.

For 2026, official NDGAP guidance sets the general minimum gross monthly remuneration at HUF 1,001,048. The reduced threshold for the specified healthcare occupations is HUF 800,838 gross monthly. These amounts apply to new and extension cases decided in 2026, including relevant cases initiated in 2025.

The reduced group includes named roles such as general practitioners, pharmacists, optometrists, dietitians, physiotherapists, district nurses, ambulance officers, tertiary-qualified nurses and midwives. Professional recognition remains necessary where the occupation is regulated.

Blue Card employment changes

A Hungarian EU Blue Card is not an unrestricted work permit. Official guidance says a holder changing employer, losing the legal relationship, changing the job or adding part-time employment must submit an extension application through Enter Hungary under the current rules.

During the first year, work is limited to the approved high-qualification employment relationship. Confirm approval requirements before starting the new role, not after leaving the existing employer.

The Hungarian Card

The Hungarian Card is a separate residence route for eligible third-country nationals with higher professional qualifications. It can cover actual skilled employment and certain qualifying work performed by an owner or managing director beyond management duties.

Eligibility depends on the current nationality, professional qualification and occupational-field rules. It is not a general substitute for closed factory or warehouse guest-worker recruitment. Ask the employer which qualification and legal provision make the specific applicant eligible.

Seasonal employment

Seasonal employment has its own residence permit and should not be confused with the guest-worker permit. Official guidance limits seasonal residence to a maximum of six months within a twelve-month period.

The applicant needs a valid travel document, preliminary agreement or employment document, accommodation and the other required evidence. Seasonal status does not provide a simple bridge into year-round factory employment, and the worker must respect the approved activity and period.

Other specialist routes

Intra-company transferees, posted workers, researchers and workers attached to qualifying investments can have separate legal routes. Each category is defined by its actual facts, such as a corporate-group relationship, continuing overseas employment, research hosting agreement or approved investment project.

Recruiters sometimes relabel ordinary hiring as an ICT or posted assignment. Verify the overseas employer, Hungarian host, ownership relationship, prior employment and service agreement. A newly signed overseas contract created only for migration may not satisfy the route.

Jobs worth targeting in 2026

Because broad guest-worker recruitment is closed, qualified applicants should focus on roles capable of supporting the EU Blue Card or Hungarian Card: engineering, information technology, data, advanced manufacturing, scientific, medical and other specialist positions.

Seasonal applicants can examine eligible agriculture and similar time-limited work through the official route. Applicants seeing mass offers for packers, production operatives, cleaners or warehouse workers should first ask which permit remains legally available for their nationality after 6 June.

Where to find legitimate vacancies

Use established employer career pages, Hungary’s public employment services, EURES and reputable specialist recruiters. Search by exact occupation and qualification rather than only “visa sponsorship.”

A job advertisement is not proof that an immigration route is open. Obtain the legal employer name, FEOR occupation code, gross salary, worksite and proposed residence category, then compare them with current NDGAP guidance.

Using Enter Hungary

Many residence applications and extensions use the Enter Hungary electronic platform. An employer may submit certain applications with the worker’s written consent. Employer submission does not transfer responsibility for truthful information and does not guarantee approval.

An electronic filing is considered received only when the legal receipt conditions are met, including fee payment and required biometric or signature steps within the stated period. Save platform confirmations and official messages, not only the recruiter’s screenshot.

Application sequence for a skilled route

  1. Verify that the route is legally open for the applicant and occupation.
  2. Secure a genuine offer from an identifiable Hungarian employer.
  3. Confirm qualifications, salary, worksite and contract duration.
  4. Prepare passport, accommodation, insurance and financial evidence.
  5. Submit through the correct foreign mission or Enter Hungary channel.
  6. Complete biometrics, signature and fee requirements on time.
  7. Wait for the formal decision before travelling or starting work.
  8. After arrival, complete address, document and employer formalities.

Documents to prepare

  • Valid passport and completed application forms.
  • Preliminary employment agreement or signed employment document.
  • Qualification and experience evidence for the route.
  • Certified translations where required.
  • Real Hungarian accommodation address and supporting evidence.
  • Proof of health coverage or ability to cover care.
  • Evidence of income, savings and return/onward travel resources.
  • Employer consent and filing records where it submits the case.

Verify the employer and agency

  1. Check the Hungarian company’s registration and actual activity.
  2. Confirm the vacancy through independently sourced company contacts.
  3. Identify any temporary-work agency and verify its status.
  4. Ask for the exact residence category and legal eligibility basis.
  5. Compare employer, occupation, salary and location across documents.
  6. Verify accommodation and deductions in writing.
  7. Keep official Enter Hungary references and payment records.

A real company may be impersonated. Registration proves that the business exists, not that the messaging account represents it.

Contract, salary and accommodation checks

Review gross salary, expected net pay, guaranteed hours, shifts, overtime, probation, leave and termination. For Blue Card roles, confirm that base remuneration meets the 2026 threshold without depending on uncertain bonuses or excessive overtime.

Ask for the accommodation address, occupancy, rent, deposit and transport costs. Keep enough emergency funds for alternative housing and return travel. Do not surrender a passport or bank card to an employer, recruiter or landlord.

Family and route-switching restrictions

Guest-worker and ordinary employment permits carry restrictive family-reunification and route-switching rules. Official factsheets warn that holders generally cannot apply in Hungary for another residence title during the permit’s validity or after it expires, subject to narrow exceptions.

This makes the original route choice important. A worker should not accept a restrictive permit based on a verbal promise that it can later be converted easily to study, business, family or highly skilled residence.

Permit duration and employer changes

Official employer guidance describes an employment-purpose permit as valid for up to two years, with extension possible up to one further year without exceeding three years in total under that route. The authorised period can be shorter because it follows the contract and authority’s decision.

A guest-worker holder changing to another employer generally needs the required extension procedure, while changes such as occupation code or Hungarian work location can trigger employer reporting. These rules chiefly matter to existing or transitional holders now that new guest-worker applications are closed.

Do not start with a new employer based only on a notice that “HR has updated the system.” Obtain the official confirmation required for the exact permit. For an EU Blue Card, an employer or job change currently requires an extension application through Enter Hungary.

Audit a claimed transitional application

A credible pre-cutoff case should have an identifiable applicant, permit category, Enter Hungary submission record, administrative-fee payment by the deadline and official procedural correspondence. Compare the payment date with the application reference and the employer named in the proposed contract.

Be cautious if the recruiter says an unused application slot can be transferred to a different person, nationality, employer or occupation. Transitional protection belongs to qualifying proceedings and existing statuses; it is not a stock of blank permits available for resale.

Refusal and appeal

A refusal should be read against the formal decision, not explained only by the recruiter. Missing eligibility, an unavailable permit route, inconsistent employment evidence, insufficient salary, unreliable accommodation or immigration concerns cannot be fixed by paying for an unofficial “clearance.”

For EU Blue Card decisions, official guidance states that an appeal must generally be submitted within eight days of delivery to the first-instance authority or the diplomatic mission where the application was lodged. Late or unsupported appeals can be dismissed without examination. Obtain qualified advice quickly rather than resubmitting the same defective package.

Scam warnings

Do not pay for a new guest-worker permit purportedly filed after 6 June 2026. Other warning signs include no interview, a personal-bank or cryptocurrency transfer, a tourist-entry instruction, refusal to name the route, and a promise that nationality restrictions can be “cleared” by an agent.

Fraudsters may use an old list of eligible countries, a previously valid permit template or a genuine company’s identity. Check the live official rule and verify the application reference with the proper authority.
