Indonesia visa sponsorship jobs in 2026 normally require the employer to obtain approval of a Foreign Worker Utilization Plan, known as an RPTKA, before sponsoring the worker for the correct E23 limited-stay work visa and ITAS. A business visit visa, investor status or remote-worker permit does not authorize ordinary employment for an Indonesian company.
The RPTKA records why the foreign worker is needed, the approved role, duration and workplace. The employer also handles the named-worker process, pays the foreign-worker compensation fund where required, appoints an Indonesian counterpart and supports immigration. Applicants should verify every layer before starting work.

RPTKA is the core employer approval
Government Regulation 34/2021 defines the RPTKA as the employer’s plan to use foreign workers in specified positions for a specified period. Its legalization is the government’s approval for that utilization. This replaced the older habit of describing a universal standalone IMTA as the current work permit.
The plan identifies the employer, reason for hiring, role, number of workers, duration, workplace and Indonesian counterpart. An approved RPTKA does not authorize any foreign person to fill any position. The named worker’s evidence and immigration application must correspond to the plan.
A recruiter promising an “open IMTA” that can be used with any employer is describing a high-risk arrangement. Ask the employer for the RPTKA approval details and verify that the title and location match the actual job.
Who can employ foreign workers?
Eligible employers include specified government bodies, international entities, foreign representatives, companies, foundations, education institutions, social and cultural bodies, entertainment organizers and other legal entities allowed by regulation. Sole proprietorships and prohibited employer types cannot simply sponsor through an agent.
The employer must have a legitimate need for expertise. Foreign workers are generally expected to hold qualifications and competence suitable for the position and to transfer knowledge to Indonesian workers. Certain personnel and human-resources positions are reserved or prohibited for foreign nationals.
Qualifications and experience
The employer’s file should show education appropriate to the job, competence or experience, and the employment agreement or other lawful relationship. Sector and occupational rules can add licensing or minimum experience requirements.
Applicants should prepare degree and training certificates, detailed references, curriculum vitae, passport and professional licences. Names and dates must be consistent. Ask whether records need sworn Indonesian translation, legalization or verification by the responsible ministry.
A job title does not override actual duties. Calling an entry-level salesperson a “business development expert” does not necessarily make the role eligible if the RPTKA, qualifications and daily work do not support that classification.
Indonesian counterpart and skills transfer
The employer generally appoints an Indonesian worker as the foreign employee’s counterpart. It provides education and job training to support transfer of technology and expertise. It also facilitates Indonesian-language learning for the foreign worker, subject to applicable exceptions.
The counterpart should be real, appropriately placed and involved in a documented transfer plan. Training records, objectives and progress can matter during monitoring or renewal. A name placed on paper solely to satisfy the form creates compliance risk.
DKPTKA compensation fund
Covered employers pay the Compensation Fund for Foreign Worker Utilization, commonly called DKPTKA, for each foreign worker. The billing period usually follows the approved work period, and the payment supports skills development and labour administration.
The employer should make payment through the official process and retain the receipt. A candidate should be cautious when an agent demands an unexplained personal transfer called a “government levy.” Contract terms should state who bears lawful immigration and labour charges.
E23 work visa and ITAS
After manpower authorization, the sponsor applies through Indonesia’s official eVisa system for the correct E23 limited-stay work category. Immigration materials require a sponsor request and responsibility statement, passport, photograph, curriculum vitae, travel details, funds evidence and work authorization from the manpower ministry.
E23 is a family of work indices, not one universal visa. Depending on the occupation and index, official pages can offer stays of 180 days, one year or two years. The visa product selected must permit the actual work.
On entry, the worker obtains or activates the corresponding ITAS under the electronic immigration process. The ITAS controls limited residence; RPTKA approval controls the authorized employment plan. Both must remain valid.
The September 2026 integrated system
A joint ministerial decision effective in September 2026 integrates the investment Online Single Submission system, the manpower information and service system, and immigration’s All Indonesia application for investment-linked foreign-worker cases.
The integration connects RPTKA legalization with VITAS, ITAS and ITAP processing. It is intended to reduce duplicate data and improve verification, but it does not eliminate substantive eligibility or inspection. Employers should follow the workflow generated by their OSS and manpower records rather than submitting inconsistent parallel applications.
RPTKA exemptions
Government Regulation 34/2021 provides RPTKA exceptions for specified categories, including certain directors or commissioners with qualifying share ownership, diplomatic and consular staff, and foreign workers needed for defined emergency, vocational, technology-startup, business-visit or limited research activities.
Each exception has conditions. Exemption from RPTKA does not automatically remove visa, ITAS, reporting, tax or professional obligations. An investor title without the required ownership and corporate role should not be used to bypass the employment route.
Investor and business-visit status
An investor visa is for a person meeting the investment and corporate criteria. It can cover permitted director or commissioner activity under its rules, but it is not a general employment pass for operational work in any company.
A business visit category permits meetings, negotiations or other stated non-employment activity. Receiving salary from and performing ordinary duties for an Indonesian employer normally requires the work route. “Enter first and we will convert later” is unsafe unless the sponsor provides a lawful written plan.
Remote-worker status
Indonesia’s remote-worker immigration category is designed for work performed for an overseas employer under its conditions. It does not authorize taking local employment or invoicing an Indonesian business as though the holder had an RPTKA-backed work status.
A remote worker offered a local role should change to the appropriate employer-sponsored route before duties begin. Tax and permanent-establishment issues also require independent advice.
Role, workplace and employer changes
The approved RPTKA states the role and work locations. A change of title, additional position or new location can require an amendment or immigration update. Immigration offices provide procedures for changing or adding positions recorded in the first ITAS application.
A new legal employer needs its own approved plan and sponsorship. Group ownership does not make permits portable between subsidiaries. Do not start at the new company while relying on the old employer’s ITAS.
Reporting, monitoring and departure
The employer must report foreign-worker utilization and the implementation of counterpart training through the prescribed manpower process. Inspectors can compare the RPTKA, workplace, duties, immigration status, payroll and transfer-of-expertise records. Keep those records current rather than assembling them only after an inspection notice.
When employment ends, the sponsor should complete labour and immigration cancellation or exit procedures and settle any reporting obligations. The worker should keep copies of cancellation, tax, payroll and departure evidence. Remaining in Indonesia or joining another employer on an ITAS tied to the former sponsor can create immigration and labour violations.
Contract and salary review
Indonesia does not use one universal foreign-worker salary threshold across all sectors. Compensation must comply with the employment agreement, tax, social-security and sector requirements and should be credible for the expertise claimed.
The contract should identify employer, job, duties, locations, duration, salary and currency, allowances, housing, tax, social security, insurance, leave, working hours, permit charges, termination and repatriation. Compare it with the RPTKA and immigration application before signing.
Regulated professions and sectors
Medicine, engineering, education, aviation, mining, construction and other regulated work can require licences or recommendations beyond RPTKA approval. Foreign ownership and negative-list rules can also affect whether the company may operate in the sector.
The employer should identify the supervising authority and obtain the professional approval before the candidate performs regulated work. A VITAS or ITAS does not replace a licence.
Dependants
Eligible spouses and children can obtain family limited-stay status linked to the principal. Family ITAS holders do not automatically have permission to work. A dependant accepting local employment needs the correct independent employer-backed authorization.
Family applications should use genuine marriage and birth evidence and compatible passport validity. Confirm health insurance, school and exit/re-entry arrangements separately.
Where sponsorship is realistic
Foreign recruitment is credible in advanced manufacturing, automotive, batteries, mining and processing, energy, engineering, technology, cybersecurity, finance, aviation, specialised construction, hospitality leadership, international education and regional management.
Generic cashier, clerical, driver, HR, retail and low-skilled roles are less credible and can be restricted. Applicants can compare TrendyAcads’ Philippines AEP and 9(g) guide and Malaysia Employment Pass guide, but their rules do not apply in Indonesia.
How to verify an Indonesia offer
| Check | Credible evidence | Warning sign |
|---|---|---|
| Employer | NIB/OSS record, legal entity, office and real interview | Recruiter hides the sponsor |
| RPTKA | Approved role, period and locations | Open IMTA sold for any job |
| Candidate | Qualifications and contract match the plan | Fake degree or experience offered |
| Payment | Official DKPTKA billing and receipt | Levy paid to personal or crypto account |
| Visa | Correct E23 application on official eVisa system | Visit or investor visa sold as employment status |
| ITAS | Employer and activity align with work approval | Unrelated sponsor controls residence |
Active enforcement and common scams
RPTKA enforcement is not theoretical. In February 2026, Kemnaker reported a Rp2.17 billion administrative penalty after inspectors found 164 foreign workers at an industrial site without approved RPTKA coverage.
- A tourist or business-visit visa marketed as immediate work permission.
- An obsolete or fake IMTA card sold without an RPTKA.
- An investor title created only to bypass foreign-worker rules.
- A role or worksite different from the approved plan.
- A fake DKPTKA invoice or personal-account payment.
- A company refusing to appoint a real Indonesian counterpart.
- A salary partly returned to the employer in cash.
- A request for bank passwords or remote-device access.
A practical application strategy
Verify the legal employer and ensure the job is open to foreign workers. Match your qualifications to the role, ask for the RPTKA plan and counterpart, and confirm the official DKPTKA and E23 process.
Do not perform duties before the required approvals are active. After entry, compare the ITAS, employer, role, locations and dates with the contract. Keep copies of approvals, receipts, payroll, tax and training records.
Frequently asked questions
Is IMTA still the main current permit?
Current national rules center on approval of the employer’s RPTKA and connected named-worker and immigration processing. Be cautious with guides selling an open IMTA.
Can I work on a business visit visa?
No ordinary local employment should begin on a visit category. Use the correct RPTKA-backed E23 and ITAS route.
What is DKPTKA?
It is the foreign-worker utilization compensation fund paid by covered employers through the official process.
Can an investor work in any role?
No. Investor treatment depends on ownership and corporate criteria and does not authorize unrelated operational employment.
Can I work at multiple locations?
Only locations covered by the approved plan and related immigration records; additions require the proper update.
Can dependants work?
Not automatically. They need independent employer-backed authorization before local employment.
Final assessment
A genuine Indonesia sponsorship case has an eligible employer, approved RPTKA, qualified named worker, official DKPTKA payment, correct E23 work visa and matching ITAS. Visit, investor and remote-worker labels are not substitutes.
