What sponsorship means in Luxembourg
The employer declares the vacancy, completes ADEM recruitment steps, signs a lawful employment contract and gives the worker the original certificate when required. The worker applies for temporary authorisation to stay before travelling.
If the worker needs a visa, a type-D visa follows the temporary authorisation. After arrival, the worker declares arrival at the commune, undergoes the required medical check and applies for the residence permit. The employer cannot issue these documents.
The ordinary ADEM labour-market test
Luxembourg employers are legally required to declare vacancies to ADEM. For an ordinary role, ADEM checks whether a suitable candidate is available in the national or European labour market. If none is presented within three weeks, the employer may request a certificate allowing recruitment of a person of its choice.
The certificate belongs to a declared, still-open vacancy. A closed offer cannot produce one. The employer supplies the original certificate to the third-country worker for the immigration application.
The 2026 acute-shortage list
ADEM’s 2026 list, based on 2025 labour-market data, contains 20 ROME occupation groups. It includes selected roles in finance risk, construction, industrial quality, equipment maintenance and other areas shown in the official list.
For a vacancy matching one of these exact occupations and underlying titles, ADEM says the foreign-labour certificate is issued within five working days after acknowledgement. The job code and duties must match; a broad industry label is not enough.
Shortage lists change annually
Several accounting, management-control, consulting, aircraft-mechanic and railway roles left the acute-shortage list in 2026 even though some remain under labour pressure. Applicants must use the current list, not a recycled 2025 graphic.
A removed occupation can still use the ordinary three-week route. It simply loses the acute-shortage acceleration.
EU Blue Card in 2026
Current Guichet guidance requires a highly qualified employment contract of at least six months, evidence of the high professional qualifications needed for the role, and annual salary of at least EUR 65,652.
The employer must still declare the vacancy to ADEM, but Blue Card applicants are not subject to the labour-market test. This distinction matters: no ADEM matching wait does not mean no vacancy declaration or immigration review.
Ordinary permit versus Blue Card
The ordinary salaried-worker route can cover jobs below the Blue Card level but usually requires the ADEM certificate. The first ordinary residence permit is generally valid for up to one year and restricted to one profession and one sector.
The Blue Card is designed for highly qualified employment and offers different duration, mobility and long-term residence rules. Choose based on the actual contract and qualifications, not simply the faster label.
Jobs with realistic potential
Opportunities can arise in financial risk and compliance, information technology, cybersecurity, engineering, industrial maintenance, construction specialties, health and social services, research and multilingual business operations. Check the official ROME code for acute-shortage treatment.
Competition remains significant. ADEM reported rising numbers of highly qualified jobseekers in 2026. A role in finance or IT is not automatically scarce merely because Luxembourg is known for that sector.
Work in Luxembourg job board
ADEM’s Work in Luxembourg portal is dedicated to occupations facing significant skill shortages and connects international candidates with employers. It is useful for targeted searching but does not itself provide immigration approval.
Applicants should also use ADEM, EURES, company career pages and established recruiters. Search in French, German and English where appropriate.
Language and the cross-border market
Luxembourg’s labour market is multilingual. French is important across many roles, while German, Luxembourgish and English matter by sector. State the real working level for each language.
Many jobs are filled by cross-border commuters already authorised in neighbouring countries. Third-country nationals living elsewhere in the EU can still need a Luxembourg work permit and follow a separate cross-border procedure.
Verify the employer and vacancy

Do not accept a certificate screenshot as sufficient proof. The legal employer and complete immigration sequence must be verifiable.
Employer duties after hiring
The employer should verify the worker’s authorisation before employment begins, keep the required copy and notify the immigration authority of the start of the employment relationship within the applicable deadline. Payroll and Social Security registration must reflect the real contract.
Ask HR who owns each compliance step. A small employer unfamiliar with third-country recruitment can still hire lawfully, but it should consult ADEM and the General Department of immigration rather than asking the worker to improvise. A contract may state that it takes effect only after permission is granted.

The employer declares the vacancy, and the worker prepares the qualifying contract and professional evidence. The worker applies for temporary authorisation to stay, obtains a type-D visa if required, enters Luxembourg and completes commune, medical and Blue Card steps.

Match the application language to the vacancy and workplace. A finance role may operate in English and French, a public-facing role may require Luxembourgish, and a German-speaking team may expect German. State levels separately and provide accepted certificates only when requested.
Use a concise CV that makes the shortage match visible: ROME occupation, relevant tools, regulated credentials, experience and measured results. Keep detailed references, transcripts and translations in a separate evidence pack. Share identity records only through a verified employer or official process.
First permit restrictions
The first ordinary salaried-worker residence permit is generally valid for no more than one year, for one profession and one sector, but it can permit work for employers within those limits. A sector or profession change can trigger additional requirements.
Renewal should be requested within the official period before expiry and supported by a valid contract, Social Security affiliation and required records.
Salary and cost of living
Review gross salary, indexation, working time, overtime, paid leave, probation, meal benefits, bonus and collective-agreement coverage. Blue Card salary is an eligibility threshold, not a guarantee of affordability.
Luxembourg housing is expensive. Calculate tax, social contributions, rent, deposit, transport, childcare and insurance. Compare living in Luxembourg with a legally workable cross-border arrangement, but do not assume foreign residence removes the need for a Luxembourg work permit.
Offer comparison checklist
Convert every offer to annual guaranteed gross pay and separate discretionary bonuses. Confirm salary indexation, meal vouchers, overtime, remote-work location, probation, notice and relocation repayment. For a Blue Card, verify that guaranteed remuneration reaches the official threshold.
Then model net household income, temporary accommodation, rental deposit, commuting and the gap before first pay. Cross-border residence can reduce rent but adds tax, Social Security and immigration complexity; obtain individual advice before signing outside Luxembourg.
Regulated professions
Healthcare, education and other regulated professions can require recognition before practice. The ADEM certificate and residence authorisation do not replace licensing.
Prepare qualification curricula, work references, licences, certificates of standing and language evidence early. A job offer may be conditional on recognition.
Family and long-term residence
Family immigration follows separate conditions involving relationships, housing and resources. Confirm whether family applications can proceed with the worker or after residence begins.
Guichet notes that qualifying third-country nationals may seek long-term resident status after five years of lawful and uninterrupted residence. Blue Card holders can have EU residence aggregation rules with required time in Luxembourg.
Scam warnings
Do not buy an ADEM certificate, shortage code, Blue Card, type-D visa or MyGuichet appointment. Warning signs include personal-bank transfers, cryptocurrency, text-only interviews, free email domains and a contract without a legal employer or gross salary.
A role appearing on the 2026 shortage list does not prove that a recruiter controls a vacancy. Verify the company and declared job independently.

Track the vacancy while it remains open. The employer can request the ADEM certificate during the offer’s validity, but none is issued for a closed vacancy. Ask for dates rather than a general claim that HR “knows ADEM.”
If a recruiter claims acute shortage, compare the ROME code and underlying titles with the official 2026 PDF. If the match is weak, plan for the ordinary three-week route instead of using a false classification.
Before submission, compare the vacancy declaration, ADEM certificate, contract, CV and temporary-authorisation form line by line.
