Cambodia visa sponsorship jobs in 2026 require more than a Type E ordinary or business visa. A compliant employer normally needs annual approval to use foreign labour, and the named worker needs a Ministry of Labour and Vocational Training work permit and foreign employment card. A visa or extension controls entry and stay; it does not replace permission to work.

The normal foreign-worker quota is tied to the employer’s Cambodian workforce. New foreign employees must complete the work-permit application through the official Foreign Workers Centralized Management System within 90 days of arrival. Applicants should verify both the employer’s quota and their individual permit process before starting duties.

The Cambodia employment route at a glance

Stage Responsible party What it proves What it does not prove
Foreign-worker quota Employer Approval to employ a number and type of foreign workers No named worker is authorized yet
Type E visa Worker with sponsor evidence Entry under the ordinary/business route It is not an MLVT work permit
Work permit and employment card Employer and worker through FWCMS Named worker may perform approved employment It does not extend immigration stay by itself
EB extension of stay Worker/sponsor through immigration process Continued business or employment stay It does not cure missing labour authorization
Annual renewal Employer and worker Continued permit validity for the calendar year Old permits do not renew automatically

The employer must obtain a foreign-worker quota

Cambodia’s quota system ordinarily limits foreign employees to 10% of the employer’s Cambodian workforce. The published structure allocates 3% to office employees, 6% to skilled employees and 1% to unskilled employees. The employer applies annually through FWCMS and supplies incorporation, tax, workforce declaration and human-resource planning information.

Quota approval is company-specific and annual. A recruiter cannot transfer unused places from an unrelated company. The worker should ask for the legal company name, patent-tax details and confirmation that the proposed role appears in the approved foreign-workforce plan.

Can an employer exceed 10%?

Prakas 277 allows a special request where an employer cannot find a suitably qualified Cambodian worker or enough local workers for a workplace, type of work or shift. The request must explain each foreign position and include supporting employment evidence. Approval is discretionary rather than an automatic paid upgrade.

An employer saying “quota does not matter” should identify the special approval. The exception does not eliminate the individual work permit, lawful visa or annual compliance duties.

Type E visa is only the entry layer

The official electronic Type E visa is available to applicants from all countries. Government guidance lists a USD 35 fee, single entry, three-month validity for use and a one-month initial stay, with normal processing stated as three business days.

Type E is often called the ordinary or business visa. It is the appropriate starting category for many workers but does not itself authorize employment. A tourist Type T visa should not be used as a shortcut to begin paid duties.

All travellers must also complete the free Cambodia e-Arrival through the official arrival.gov.kh system, preferably within seven days before arrival. E-Arrival replaces arrival, health and customs forms; it is explicitly not a visa or work permit.

Work permit and employment card

Article 261 of Cambodia’s Labour Law requires a foreigner to have a work permit and employment card issued by the labour ministry. The worker must also have entered legally, hold a valid passport and residence permission, and be medically fit for the work.

The employer and worker apply through fwcms.mlvt.gov.kh. A typical file includes passport and current visa or extension, employment contract, photographs, address and employer records, quota approval and any required health or personal information. The portal checklist and current ministry notice control the final file.

For 2026, new foreign workers and foreigners newly entering to conduct qualifying business were instructed to apply within 90 days of first entry. Existing permit holders had to renew by 31 March 2026. Late filing can produce administrative penalties and back-year liabilities.

Prepare the FWCMS evidence before travel

The candidate should give the employer a clear passport copy, recent photograph, current immigration evidence and accurate residential details. The employer supplies the legal-company, quota, contract and workforce records. Names, passport numbers and dates should match across every document; small inconsistencies can delay the file or create problems during inspection.

Do not send editable degree, criminal-record or medical templates to a broker. Cambodia’s ordinary quota is based primarily on the employer’s workforce plan, but a special excess-quota request can depend on the position, speciality, technology or professional skill. Real qualification and experience evidence may therefore matter to the employer’s justification.

Ask for the FWCMS application reference and retain the issued permit in accessible form. A recruiter screenshot that displays only a payment page is not proof that the ministry approved the worker. The legal employer should be able to explain the application status without asking the candidate to sign into an unofficial portal.

Annual permit does not equal permanent sponsorship

A Cambodian work permit is valid for one year and can be extended, but it cannot run beyond the worker’s residence permission. Employers also file quota requests annually. Candidates should therefore ask who pays and manages each annual quota, permit and immigration renewal.

The 2027 quota cycle opened in September 2026. Employers planning to retain or recruit foreign employees in 2027 should not wait until the worker’s current card expires. An approved 2026 quota is not automatically a 2027 allocation.

Inspections and record keeping

Labour and immigration compliance can be inspected at the workplace. The employer should maintain its quota approval, foreign staff declaration, contracts and permit records, while the worker keeps passport, valid stay evidence, work permit and employment card available. Actual duties and location should agree with the registered employment.

A company asking the worker to hide during an inspection, use another person’s card or describe employment as tourism is exposing both sides to risk. Backdated applications do not reliably cure unauthorized work. The safer response is to stop duties until the employer resolves the labour and immigration position through official channels.

Workers should keep copies even when an employer handles the originals. Preserve renewal receipts and dates because a change of HR staff or agent can otherwise leave the employee unable to prove that a timely filing was made.

Employment contract checks

The signed contract should identify the same Cambodian legal entity used in FWCMS. It should state title, duties, location, salary, currency, probation, hours, overtime, leave, insurance, housing, tax, permit costs, termination and repatriation. A contract naming an agency while daily control belongs to an unknown factory needs further investigation.

Cambodia has sector-specific wage rules, including for covered garment, footwear and travel-goods work, but no single foreign-sponsorship salary makes every role eligible. Pay should be credible for the position and consistent across contract, payroll, tax and permit records.

Which jobs are realistically sponsored?

Sponsorship is more credible for positions where an employer can show a management, specialist, language, technical or shortage need. Examples include manufacturing leadership, production engineering, quality systems, industrial maintenance, construction management, finance, software, cybersecurity, hospitality leadership, international education, logistics and regional commercial work.

Unskilled foreign employment is only a small part of the normal quota. Mass adverts for packing, hotel cleaning, driving or warehouse work with “guaranteed visas” deserve strict checking, especially where the applicant has no interview and the recruiter demands a large placement fee.

Self-employed foreigners and company owners

Foreign nationals conducting business can also have work-permit obligations. Ministry instructions have included foreign employers, self-employed people and foreign names appearing on relevant patent-tax certificates. Incorporating or investing does not automatically remove labour compliance.

Owners should obtain advice based on their corporate role and physical activity. A passive shareholder differs from a person managing staff, signing operations or working daily in Cambodia.

Changing employer

Quota and individual permits are linked to the employing enterprise. A new company should have its own quota capacity and complete the required worker registration before the new duties begin. Keeping an old card while working for a new legal entity is not a reliable transfer process.

Ask both employers to document termination, staff movement and new filing. Preserve the old permit, employment card, contract and payslips because renewals or inspections can require work-history evidence.

Family and immigration extensions

A sponsored worker commonly extends Type E status under an employment-related EB extension using employer and work evidence. Family members may use an appropriate dependant extension where eligible. Dependants do not acquire permission to work merely through their relationship.

Extension labels and documentary practice can change. Use the General Department of Immigration or a verifiable authorized service, and make sure the extension period does not create a mismatch with the annual permit.

How to verify a Cambodia offer

Check Credible evidence Warning sign
Company Legal name, office, registration and patent-tax records Messaging-only recruiter hides employer
Quota Current FWCMS approval or documented special request “Unlimited foreign quota” sold for cash
Visa Official Type E application and correct extension plan Tourist visa described as a work visa
Permit Named FWCMS application and employment card Generic card image with no employer details
Contract Employer, duties, pay and location match filing Blank or substitute contract after payment
Fees Official or contractual charge with receipt Crypto, gift card or personal-account demand

Common Cambodia job scams

  • A tourist visa packaged as immediate permission to work.
  • A purchased work permit with no employer quota or interview.
  • A fake FWCMS receipt or altered employment card.
  • A high-paying casino, online-sales or “customer service” role with confiscated passports.
  • A factory offer that ignores the quota’s limited unskilled allocation.
  • A request to refund part of the contractual salary in cash.
  • A recruiter demanding bank credentials or remote-device access.
  • An employer refusing to state where and under which legal entity work occurs.

Applicants should be particularly cautious with compounds or online-operation jobs that conceal duties and location. Share travel details with trusted contacts, retain control of the passport, and contact authorities if movement or communication is restricted.

Regional alternatives

Compare the actual route rather than only salary. TrendyAcads’ Vietnam work-permit and LD visa guide explains a role-category system, while the Thailand Non-B and work-permit guide covers different employer and occupation controls. None of those permissions transfer to Cambodia.

A practical application sequence

  1. Verify the legal employer and interview with operational staff.
  2. Ask whether the role sits inside the current quota or a special excess request.
  3. Review and sign a complete contract before paying or travelling.
  4. Use the official Type E and e-Arrival systems for entry.
  5. Make sure the named FWCMS permit application is filed within the applicable deadline.
  6. Do not start work without the required work permit and employment card.
  7. Track visa extension, annual permit and next-year quota separately.

Frequently asked questions

Is Cambodia’s Type E visa a work permit?

No. It is an entry and stay category. The MLVT work permit and employment card authorize work.

What is the normal foreign-worker quota?

It is ordinarily 10% of Cambodian employees, divided among office, skilled and unskilled categories. A special excess request is possible when justified.

How soon must a new worker apply?

The 2026 instruction required a new foreign worker or qualifying business operator to apply within 90 days of arrival.

Does a work permit last two years?

No. Cambodian work permits are annual and cannot exceed the worker’s residence permission.

Can I work on a tourist visa while the permit is pending?

No. A tourist entry is not the correct employment route, and a pending application is not an issued permit.

Can quota approval be transferred between companies?

No. It belongs to the approved employer and annual workforce plan.

Final assessment

A genuine Cambodia sponsorship offer has four visible parts: a verifiable employer, current quota capacity, correct immigration status and a named annual work permit. Type E entry without FWCMS labour authorization is incomplete.

Research checked 30 September 2026 against Cambodia’s Ministry of Labour and Vocational Training, FWCMS, National Trade Repository, official e-Visa and e-Arrival services, and current ministry-notice summaries. Quota windows, fees and procedures can change; confirm the current official requirements before applying, paying or travelling.
